You must take your questions to your doctor. In the meantime, my advice would be — Never! Whispering is very tiring for the voice, dries it and can cause redness and irritation. You should definitely work with a speech therapist to learn how to talk softly with no excess air or pressure on the vocal cords. The doctor who performed the surgery should be able to recommend a speech therapist and it might also be covered by your health care plan.
